Couldn't someone use cryokinesis to make the oxygen and hydrogen molecules in the air condense enough to make liquid water?

supposedly, I mean in the description of what a cryokinetic can do, apparently it says that a cryokinetic takes the water molecules in the air through their phases of gas, liquid, and then eventually makes a solid, resulting in ice.

After practicing cryokinesis for a while a cryo can condence water molucules. I,ve done it!
